Richard A. Montoni

Chief Executive Officer, President and Director

Richard Montoni has served as Chief Executive Officer, President and board member since 2006. Mr. Montoni is responsible for the transformation of MAXIMUS into the leading pure-play provider in the administration of government health and human services. As CEO and President, Mr. Montoni is charged with driving the MAXIMUS mission of Helping Government Serve the People®, while leading the strategic vision of the Company. Prior to his appointment as CEO, Mr. Montoni spent four years as Chief Financial Officer and Treasurer of MAXIMUS.

Mr. Montoni has served as Chief Financial Officer and Executive Vice President for CIBER, where he also served as a director. Before joining CIBER, he was an audit partner with KPMG, where he worked for nearly 20 years.

Mr. Montoni is a member of the Board of Directors for the Northern Virginia Technology Council and Vice Chairman of the Corporate Fund Board of the John F. Kennedy Center for Performing Arts. He holds a B.S. in economics from Boston University and an M.A. in accounting from Northeastern University.

David N. Walker

Chief Financial Officer

With nearly 25 years of financial management experience, David Walker became Chief Financial Officer of MAXIMUS in 2006. In his current role, Mr. Walker is responsible for leading the MAXIMUS finance organization, which includes the Corporate Controllership, Treasury, Tax, Investor Relations, Finance Operations, Mergers & Acquisitions, and Strategic Planning & Analysis functions.  He previously served as Vice President and Controller for MAXIMUS from 2002 to 2006. 

Prior to MAXIMUS, Mr. Walker served as the Senior Vice President, Chief Financial Officer, and Controller for LCC International and Vice President and Corporate Controller of BAE North America. He also held several positions with managerial and financial responsibility, including Group Controller, with TRW (formerly BDM International).

Mr. Walker holds a B.S. in accounting from Syracuse University and is a Certified Public Accountant.

David Francis

General Counsel and Secretary

David Francis has served as MAXIMUS General Counsel since 1998. Mr. Francis joined the Company with over 15 years as a practicing attorney. Previously, he was Of Counsel at the law firm Howrey & Simon and Senior Counsel at Teledyne.

Mr. Francis received his B.A. in philosophy from Johns Hopkins University and his J.D. from Harvard Law School.

Bruce L. Caswell

President and General Manager of the Health Services Segment

Bruce Caswell, President and General Manager of MAXIMUS Health Services, brings more than 20 years of public sector health and human services experience to MAXIMUS. Mr. Caswell leads the Company’s global health operations, which provide administrative, program management, and operational support for programs such as Medicaid, Medicare, the Children's Health Insurance Program (CHIP), as well as public health programs across Canada.  The Health Services Segment is the Company’s largest book of business, generating annual revenues in excess of $500 million.

Mr. Caswell has extensive experience in management consulting, systems integration, and operations related to the delivery of complex solutions to federal, state and provincial government clients.  An industry veteran, he was recently named a Healthcare IT Game Changer by Washington’s ExecutiveBiz for his expertise and leadership in the health care reform effort.  As a presenter and panelist, Mr. Caswell has spoken extensively about the operational challenges facing states as they expand Medicaid managed care and implement health insurance exchanges, covering such topics as Leveraging Existing Systems Infrastructures and Business Processes, Reducing Churn and Ensuring a Seamless Beneficiary Experience.

Prior to joining MAXIMUS in 2004, Mr. Caswell worked in several capacities for IBM including Vice President of State and Local Government and Education, as well as Director of Federal Business Development within IBM’s Business Consulting Services. He started his career at Price Waterhouse’s Office of Government Services, in the Policy Research and Analysis practice. He holds a B.A. in economics from Haverford College and a Master of Public Policy degree from the John F. Kennedy School of Government at Harvard University.

Akbar Piloti

President and General Manager of the Human Services Segment

Akbar Piloti is the President of the Human Services Segment, overseeing the Company's worldwide Child Support Services, Child Care, Child Welfare, Workforce Services, and Tax Credit and Employer Services lines of business. In addition to his leadership role in the development and growth of our domestic market, Mr. Piloti led the expansion of MAXIMUS services in Australia and the United Kingdom. He also directed the successful completion and integration of four acquisitions adding new service areas and business lines to the existing MAXIMUS portfolio.

Mr. Piloti has been with MAXIMUS since 1989, and has held several senior leadership roles including President of the Workforce Services Division from 2000 to 2006 and Chief Operating Officer for the Operations Segment from 2006 to 2007.  Prior to joining MAXIMUS, Mr. Piloti served as Deputy District Director at the Los Angeles County Department of Public Social Services in California. 

Mr. Piloti received his B.S. from Kabul University in Kabul, Afghanistan and his M.B.A. from the University of Phoenix in Los Angeles, California.

Mark S. Andrekovich

Chief of Human Capital

Mark S. Andrekovich has served as our Chief of Human Capital since September 2005. Since September 2008, he has also served as the President of our Tax and Employer Services Division.

Prior to joining MAXIMUS, he worked for Banister International, a private human capital and executive search firm in Philadelphia, Pennsylvania, where he served as practice leader from May 2003 to September 2005. In addition, he has more than 20 years of comprehensive human resources experience with multi-national companies such as General Electric, Nordson Corporation and Cytec Industries.

Mr. Andrekovich holds a B.S. in business administration from Clarion University of Pennsylvania and an M.B.A. from Monmouth University.
