2008 PSA Training
The Florida MAXIMUS Prior Service Authorization Program completed 15 training sessions in the Fall of 2007 for Waiver Support Coordinators (WSC) and Area Agency for Persons with Disabilities (APD) staff. Recent changes in law implemented by APD resulted in transitioning of all PSA submission responsibilities from WSC to Area APD staff.

Designated Area APD staff now have the ability to submit Prior Service Authorization requests on-line. Additional Area APD staff needing to gain access to the web application should submit a MAXIMUS PSA Web Access Form (found below) and refer to the Training Materials (also attached below). Once the form is completed and signed by the staff and his/her supervisor, it may be faxed to the PSA Unit at: (866) 887-0743 (Areas 1, 2, 3, 4, 12, 13, 23) or (866) 407-7301 (Areas 7, 8, 9, 10, 11, 14, 15).

   

A review process was established to help ensure that individuals enrolled in the waiver receive medically necessary services of the appropriate frequency, intensity, and duration. The process also helps to ensure that adequate documentation exists to justify medical necessity for Medicaid Reimbursement, ensure compliance with Medicaid regulations, and avoid Medicaid disallowance of billed services and recoupment of payments.

The review process begins when the waiver support coordinator assists the recipient and/or family in developing an annual support plan and related cost plan. The support plan and accompanying relevant documentation are submitted directly to the PSA unit for review of services that meet the current selection criteria established by the Agency for Persons with Disabilities (APD). A copy of the Prior Service Authorization Request (Form 1) and the annual support plan or support plan update are also submitted to the Area APD Office at the time the PSA request is made.

Professionals who have extensive experience providing support and services to individuals with disabilities review all requests that are received by the PSA program. These professionals include registered nurses, certified behavior analysts, qualified mental retardation specialists (QMRPs), physicians, and dentists. In addition to the lead reviewer, a physician or dentist (as appropriate) also review all determinations that result in a denial, termination or reduction of services.

Following a 2001 legislative mandate, the Developmental Disabilities
Program, now administered by the Agency for Persons with Disabilities,
implemented the PSA program in an effort to address the growing need for services under the Developmental Disabilities Home and Community Based Services (DD/HCBS) Medicaid Waiver. The program became operational in November 2001.
