States have experimented with a variety of approaches to expand health insurance coverage for uninsured citizens. Current approaches seem driven by the need to provide coverage for those with no access to employer-sponsored insurance, and to make health insurance accessible and affordable for lower-income citizens.
States must balance costs, the capabilities of current systems, and the efficiencies of established program processes with the overarching goal of meeting the needs of consumers. Their challenge is to find strategies that will allow them to finance new and expanded public sector health insurance and reform commercial insurance laws and practices while continuing to build a firm foundation for additional initiatives.
