The MAXIMUS Drug Rebate Management System (DRMS) is a web-based system used
by state Medicaid agencies to calculate and invoice the rebates they have
earned from the pharmaceutical companies.
It is written completely in Oracle. The State of Utah began using the system in November 2003.
The DRMS was developed in Oracle under contract to the Utah Department of Health. It is completely web-based and deploys over an “n” tier architecture. The DRMS is designed to assist a state in recovering overpayments made to the pharmaceutical companies for medications on the national Medicaid formulary. The DRMS replaced manual processes that were in use in Utah. The DRMS has the functionality to perform the following tasks:
The DRMS is an important cost recovery mechanism
for state Medicaid agencies and provides a state with substantial reimbursement
of funds from overpayments. It is unique in that it maintains an active
accounts receivable system to ensure invoices do not get “lost”
in delays. The system also contains the functionality to calculate CMS-allowed
interest payments for invoices that are outstanding beyond a certain period.
This use of this system and its management processes ensures that the maximum
possible amounts are collected by the states.
